Customize invitation email for groups of recipients

Currently, all recipients will receive the same invitation email when they are moved to a requested category. The email is customizable. However, sometimes different groups of recipients should receive different messaging/instructions in the email but still be moved to the requested category on the same day.

The current workaround is to update the communication template, filter for the relevant impact statements, move them to a requested category, then update the communication template for the next group of recipients, filter for those impact statements, and move them to requested to trigger the email.
