Allow "Act on Selected" drop-down button's "Email Users" option apply to all disbursements from other pages. This will let emailing users from the Impact Statements grid be much easier instead of having to manually copy and paste and email to every page of the Impact Statement grid. This functionality is already available for the "categorize" action. Why is it not available for the "email" action?
