Problem Statement: Cover letters don't always work for clients who want to personalize the messages to specific donors. This is particularly true for those who have regional or other "Gift or Development Officers."
They want the message/greeting to come from the donor's gift officer.
If there were merge fields in bulletins (as in cover letters), they could accomplish this.
Of course another option is to allow Cover letters to be specific to certain funds like Bulletins are, or specific to certain donor contacts.

I'd vote for the Cover Letter based solution, as I can see a number of challenging secondary effects to adding merge fields to Bulletins beyond just the name of the fund (but name alone would be quite helpful for Bulletins!).
I'd recommend just copying the feature on bulletins that allow you to select the fund the bulletin is associated with, either All, By Scope, or Individual selection.
I'd also want to backdoor this enhancement with an added column to the Fund grid that gives a count of the number of cover letters assigned to a Fund, or probably better, just list the Cover Letter assigned in the column.
Would have to figure out how the pecking order of which Cover Letter to use for a fund if more than on are selected. Or, can solve this by only allowing one cover letter to be assigned... if you use "ALL" or "By Scope", then it overwrites the existing assigned cover letter with the new one, so there's only ever a single one assigned.
