Allow Stewardship Admin edit abilities to Field Legend in STM

I believe we overlooked allowing the Stewardship Admin permission to edit the field legends in STM.  Login as Jodi: https://wisc.academicworks.com/admin/users/473 try editing field legend: https://wisc.academicworks.com/donor/admin/fund/field_legends

    Some clients have multiple funds so the legend shows up on EVERY financial statement.

    CSUS would like the ability to remove legends on a fund by fund basis.
